Lore
Before the Fracture, coastal states ran fisheries patrols with boats like these: composite hulls, waterjet drives, a mast of sensors worth more than the vessel under it. The wars simply changed what the sensors were pointed at.
A Scout Boat carries a crew of five and armament best described as reluctant — a single remote weapon station meant for warning shots. Its cargo is information: littoral radar picture, hydrophone contacts, drone-relay uplink. Pacific Union skippers, raised on archipelago waters, treat the type as a family trade; their patrol logs read like weather diaries with coordinates.
Fleet doctrine in every bloc says the same thing in different words: the side that sees the strait first owns the strait. Scout Boats are how you see it first.
When to use
Build a Scout Boat as your first hull to chart coastlines, spot enemy landings early, and shadow hostile fleets. Its Damage 1 is symbolic — withdraw the moment anything armed takes an interest.
