Lore
Every bloc theorizes about manpower. The South Asian Confederation has it. Its answer to two billion citizens and eight hostile borders is the Mobilization Register: a standing framework that can put a trained-enough rifle company on the road from any district within seventy-two hours of the order.
Militia units travel light by necessity and fast by consequence — requisitioned buses, rail flatcars, and legs. Their equipment is whatever the district armory holds, standardized only in caliber and in the laminated card every volunteer carries: rally point, radio frequency, and the name of the town they are defending, which is usually their own.
Foreign analysts file the Militia under "low quality" and are correct by every metric except the one that decides wars of attrition. The Confederation can do this every week, indefinitely. Nobody else can.
When to use
Spam Militia when you need bodies now: at 2 AP with no tech gate, it garrisons new cities, screens artillery, and floods weak flanks. Expect to lose them — that is the arithmetic working as intended.
